According to several sources, including the Wrestling Observer Newsletter, there are actually plans in place for Samoa Joe to transition to the main roster as early as the post-Mania episode of Monday Night Raw that marks the new year of WWE in many ways.
Having said that, NXT is still potentially planning to put the NXT Championship on Samoa Joe, which would delay his main roster debut and potentially bring Finn Balor to the main roster instead.
