They have an idea. WWE is only starting to get back to something resembling normal after spending the spring and summer confined to the Performance Center. They have since moved into the Amway Center though, allowing them a different level of freedom that had not been around for several months. However, they still do not have in-person fans, though they are thinking about things for an upcoming big show.
The lack of fans in the arena can cause a lot of issues for any wrestling show, which has been the case for a long time now. There are only so many ways to get around such a problem and the main option seems to be to wait until they are allowed back. As a result, several major shows have gone without fans, but WWE might have an idea coming for the first big show of next year.
According to the WrestleVotes Twitter account, WWE has a city in mind for the 2021 Royal Rumble and is hoping to have live fans in attendance before the event takes place in January. The city they have in mind is not currently known. At the moment, WWE is currently waiting to see what the NBA and NHL are planning for next season in regards to fans being in attendance.
Asked what the Royal Rumble location plans are: Learned that WWE has a city in mind & are looking to get back to live crowds prior to that. However, they are keeping an eye on what the NBA & NHL do for next season regarding fans and capacity levels.

Opinion: I’m not sure what is going to happen with the Royal Rumble but we still have a long time before January. A lot of things can change before then but you never know how all of this is going to go. Hopefully there is a way to put some fans in the arena as the Royal Rumble would not feel right otherwise, but there are some bigger forces at work with this one.
