As reported by Daze Meltzer, Balor is said not to be over in WWE, which is why fans haven’t seen him doing much while on ‘Raw,’ with the assumption being that Vince McMahon only likes seeing Balor perform as the Demon and doesn’t stand out otherwise. It is unknown exactly if this is true.
Balor has been poking fun at the idea that he isn’t over, using Reigns’ Intercontinental Championship Open Challenge to make a point, explaining in response to Reigns that he won’t step up, he will step over, with emphasis on the word ‘over.’

Other superstars are also coming forward in saying they are also interested in going against the former WWE Champion and current Intercontinental Champion, though Balor is a likely choice and has some history with Reigns.
