According to Wrestling Observer, WWE has already begun its discussion on surprise Royal Rumble match participants for the 2014 edition of the pay-per-view. The 27th annual Royal Rumble will occur on January 26 in Pittsburgh, Pennsylvania at the Consol Energy Center. The names that are being discussed do not include those on the current active roster, but top-names who will be making returns and top-NXT stars.

During the 2013 edition of the Royal Rumble pay-per-view, there were four superstars that participated in the Royal Rumble match that were not on the active WWE roster. Bo Dallas of NXT made his WWE debut in the match, a returning Chris Jericho entered second, and both The Godfather and Goldust made sporadic appearances for the match.
