John Pollock was in attendance at the WWE 2018 Business Partner Summit, which was held during WrestleMania 34 Week in New Orleans. There, Triple H spoke about what ‘Global Localization’ is and what it means in relation to WWE.
So what does it mean?
Triple H would confirm, as Pollock explains, that the term relates to the WWE NXT brand, crediting himself with coming up with the term. He explained how NXT could be a global territorial system, reminiscent of a plan WWE toyed with over a decade ago but never went through with. Check out the following series of tweets on the matter:

As indicated in the first tweet, Triple H shows locations in a number of pivotal wrestling ‘markets’ around the world, including Japan and Mexico. It also appears to be neglecting markets in Canada and Australia, for example.
This idea would, in theory, create various NXT brands in areas around the world. Here competitors would go to thrive in certain places as they hone their craft before joining the main roster in WWE.

During WrestleMania Week, WWE’s executive team discussed the company’s record-breaking year and its 2018 strategic plans at the annual Business Partner Summit. This year’s Business Partner Summit was hosted by Renee Young and Byron Saxton and included appearances by WWE Superstars John Cena, Ronda Rousey, Charlotte Flair, Elias, The New Day, Bayley and Bobby Roode.
