It would fit the description. There are certain wrestling shows which are going to be treated as big deals no matter where or when they take place. That was certainly the case this year with WrestleMania 36 taking place in front of no fans at the WWE Performance Center, but that is not something that WWE is going to want to do again. That means something is going to need to be done to make it better next time and WWE might have a plan.
Summerslam has always been a unique show as it really doesn’t have a major theme. Royal Rumble and Survivor Series have their namesake matches and WrestleMania is WrestleMania. That leaves Summerslam as a show that just kind of exists in its own bubble. It has the Biggest Party of the Summer name, but that isn’t exactly a distinct idea. However, they might have something unique this year.
According to PW Insider Elite by way of Wrestlinginc.com, WWE is considering an outdoor location for Summerslam, with either a beach or a boat as options. There is no word on if the entire card would be held in the separate location. This comes after WWE confirmed that Summerslam will not be taking place in Boston, Massachusetts as previously planned due to Coronavirus issues.

Opinion: I mean, why not? There is something weird about having Summerslam in the same place as Main Event so maybe shaking things up a bit is not the worst idea. WWE did not have the best set of options for WrestleMania back in April but now they could do something else and see what they can come up with. That is a good place to be and if it works out, then we can all get a nice boost.
