He needs more time. WWE has several advantages over other promotions, including an in-house developmental program with NXT. It allows wrestlers to get better and better without presenting them in front of the largest crowds. That is something that can go a long way for WWE, but sometimes wrestlers stay down there for a good while. Now it seems that another star will be staying down there longer than expected.

The WWE Draft wrapped up earlier this month with seventeen NXT stars being called up to the main roster. This did not include former NXT Champion Bron Breakker, who remains on the NXT roster. According to WRKD Wrestling on Twitter, WWE decided not to bring Breakker up to the main roster as they are impressed with his recent heel turn. Breakker is staying in NXT to cultivate his new persona and may be called up around Summerslam.
Regarding Bron Breakker going undrafted; we've heard there were tentative plans to draft Bron to the main roster, but officials are so impressed w/ his heel persona, he remained in NXT to better cultivate his character.

Opinion: This does make sense as Breakker has done some very good things since he went full evil. Breakker has the talent to do just about anything he wants and there is nothing wrong with letting him get some more seasoning before he comes up. What matters is timing things right, and having him wait to come up instead of being one of nearly twenty stars called up might help him as well.
